Please explain tree signs

Confusion arises over language on signs in public parks

Yes I do need some help to understand, the last line on a sign in one of our parks.

And it reads: However, in high traffic areas, such as campgrounds, hazard tree management is necessary to ensure visitors safety.

"Many aging trees suffer from rot, split crowns, dangerous leans and defects due to vandalism."

Can someone explain?
